MTS shares have fallen 16% over the past month and a half, he notes. The company is using the results to get back into the limelight, he says. Adds, the results were mostly predictable and the net profit went up on the difference between forex loss last year and a forex gain this year. Has the stock at buy with the target of $24.25.
